Virtual IP installation failed on OpenSAF 3.0.0 and 3.0.1 Release

There is an issue in the Virtual IP installation with the OpenSAF 3.0.0 and 3.0.1 Release.
When Application try to install the Virtual IP, api return failure with internal_error (error no 12) and Application exit.
But if ncs_ifsv_ip_installer process is restarted (though ncs_ifsv_ip_installer was already running) then Virtual IP installation successfully complete on the next iteration of Application. But till the ncs_ifsv_ip_installer is restarted problem remains as it is for all the iteration of Application.

This issue was never faced with OpenSAF 2.0.0 Release (Assume no change is made in the Application regarding the Virtual IP installation code).

Please look into the issue and resolve at the earliest.
