immsv: Persistification of runtime attribute modify

Description

Modifications of persistent runtime attributes in either persistent
runtime objects or configuration objects (always persistent) must
become persistent, that is survive immsv reload (cluster restart),
without the need for an explicit imm-dump, when PBE is enabled.

This functionality should have been part of the enhancement ticket
#543 which was delivered to 4.0.0-B5.
