SAI-AIS-SMF: Software Management Framework, Drop 1

First implementation step/increment of Software Management Framework. Functional scope of first step (that will be addressed by this ticket) is still to be defined.

Implemented and deliveerd in Beta 4:
-Rolling upgrade over nodes and SUs including targetNodeTemplate and targetEntityTemplate.
-Single step upgrade (no template implemented).
-Sample implementation of SMF interface commands.

Not implemented (planned for Beta 5)
-Single step upgrade using template not implemented.

Not planned to be implemented in OpenSAF4.0 release:
-SMF API.
-Rollback.

Testing:
-Tested in UML environment.
