LOG: Relative path not supported

Description

The specification states that a relative path is specified in fileCreateAttributes. This means that an implementation defined root directory is needed to create an absolute path for log files.

The regression test program was modified to use relative paths and the use of '.'.

The implementation defined root directory is configurable using an environment variable exported from the LOG configuration file (saflog.conf).
